This part tells you what occupancies must have it: some R-2, R-3, and R-4.
The next section tells you where in those 3 occupancies it occurs: every sleeping room; every basement; every sleeping room in any basement.
If that paragraph did not apply to R-2, then how would you know where to place EEROs in the R-2 occupancy per 1030.1.1? Would you put them in every room, such as living rooms, bathrooms, kitchens?
