Egress through an enclosed elevator lobby

Type 1-A high rise office only building constructed in 1985. The question I am getting from an architect is can the tenant space which is over 49 people in occupant load egress through the enclosed elevator lobby. The smoke doors are on magnetic hold opens but when closed they would not swing in the direction of egress. Any input on this from the forum? I hope this link to the pdf works...

Besides the elevator lobby, is there a stair enclosure on the tenant side, and can anyone access it.

I am thinking your answer is no, need two exits normally off the floor.

Is this condition existing already ??
