Electric Menu Signs

Went into a local fast food chain today and noticed new menu signs mounted to the walls. Signs change viewing of what is on the Menu, has moving advertisement etc. Kind of like a computer or TV flat screen. However, the wall mounting appears to project the face of the screen more than 4" at a height above 27". Signs are located on the customer side of the walking area not over counters. Guess what we now have? Have any of you seen these?
 
Been through this with flat screen installations in egress paths in a bunch of commercial buildings....Whaddaya mean I need a permit to put up a TV!?
