Electrical Metering of Duplex

What cycle did the energy code separate commercial and residential? In a commercial building, separate metering is required for individual dwelling units but I can't find anything in residential that would require separate metering in a duplex. Thoughts?
 
Usually landlord/tenant law handles it here.....I think it goes back to 2009 at least...

And don't forget that "residential" can go way past 2 family....

RESIDENTIAL BUILDING. For this code, includes detached one- and two-family dwellings and multiple singlefamily dwellings (townhouses) as well as Group R-2, R-3 and
R-4 buildings three stories or less in height above grade plane.
