Elevator accessible M.O.E. at 4 story bldg, or 5?

CBC 1009.2.1 requires an elevator (on emergency power) as an accessible means of egress for accessible floors levels "four or more stories above or below a level of exit discharge".
Help me do the math: if I have a 4 story building on-grade, the 4th floor is actually 3 levels above the level of exit discharge, correct?
So this would typically apply only to 5+ story buildings - - not 4 story buildings, correct?
