At what height, other than "bottom of panel" are speaker and phone to be located to be "accessible" to those with disabilities? "Hands free?"
 
Controls are typically limited to 48" max but this could fall within the area of floor control buttons.
I believe that placing the device at no less than 18" might work but not if the WC user had only minimum use their their fingers, if fingerless it would seem that some form of voice activation would be necessary. This seems to be a performance driven requirement. A17.1 doesn't elaborate on this yet, or do they?
 
Emergency controls to be grouped at the bottom with center line of buttons no less than 35" aff 11B-407.4.6.4 for California.
 
Still a bit hazy on this, by buttons you mean E controls?
Handsets are not accessible so if cab has a push to call with a speaker then what height would the speaker be at (35"?).
