I have non high rise building that has emergency generator and has five floors residential and residential and some commercial bottom level.

Elevator cab lights and receptacles circuit should it be on emergency or standby?

Elevator cabin lights should be on the emergency circuits like the elevator is, the receptacles don't matter because they are for maintenance only.

Elevator is on standby...

[F] 3003.1 Standby power. In buildings and structures
where standby power is required or furnished to operate an
elevator, the operation shall be in accordance with Sections
3003.1.1 through 3003.1.4.

3008.8 Electrical power. The following features serving
each occupant evacuation elevator shall be supplied by both
normal power and Type 60/Class 2/Level 1 standby power:
1. Elevator equipment.
2. Ventilation and cooling equipment for elevator
machine rooms, control rooms, machinery spaces and
control spaces.
3. Elevator car lighting.
