Elevator or lift required to retail mezzanine?

Code is 2018 IBC.

I have a tenant improvement for a retail client that would be going into a shopping mall. The mall is two stories. This tenant space is on the ground floor and currently contains a mezzanine of 786 SF. The mezzanine has a single stair for access. Common path of travel complies with the 75' maximum. Mezzanine occupant load is 14 using retail 1/60 gross.

This client typically provides a LULA to other retail levels within their stores but has asked me if an elevator or lift is required in this situation. The code exception for providing an accessible route I am having trouble understanding. Specifically what 1104.4 exception 1.1 is saying.

This space is in a retail mall that has two floors. There are more than 5 tenant spaces. The second floor of the mall and the retail spaces located on the second floor are completely accessible. So I do not believe this exclusion of the exception would not pertain to my space. My space is only accessible from the ground floor and the 786 SF mezzanine is only accessible from the ground floor using the single stair.

My interpretation of 1.1 would be an accessible route would be required for a floor that has 5 or more retail spaces on a floor above or below the accessible levels but perhaps the aggregate area is less than 3,000 SF.

This will be a mattress showroom so the same products could be available on the ground floor as well.

How do you interpret this code section?

I believe that is what you should do to be code compliant if Ca. has the same language.

2018 IBC
2. Stories, mezzanines or occupied roofs that do not contain accessible elements or other spaces as determined by Section 1107 or 1108 are not required to be served by an accessible route from an accessible level.

1108.2.1 Services.
If a service or facility is provided in an area that is not accessible, the same service or facility shall be provided on an accessible level and shall be accessible.
