ELEVATOR STANDBY POWER

I'm electively putting a LULA elevator (from the 1st floor to basement) in an existing building undergoing Level 2 Alteration.
Everything in the Code that I've come across seems to indicate that standby power for the elevator is required.
Is there something I'm missing that would not require it in this case?

Typically only if it is required for egress....

Its an existing building (community center) and the owner is electively putting an elevator in to make it more accessible.
There is no requirement to do so.

In my own experience at existing buildings here in California, accessibility alterations undertaken in accordance with ADAS solely to make an accessible route to the space do not in and of themselves also trigger an AMOE from the space. Therefore if the LULA is not intended to meet an AMOE requirement, 1009.4.1 would not trigger a standby power requirement.
