Energy requirements for a Change of Ocupancy

Existing building is being changed to a A-2. Building is like a barn with bathrooms in an building next to it. Will be used for weddings. No alterations need to be done be done except a couple of split units for heat and AC. Too small to require sprinklers. The building is not insulated. Can't find a requirement in 2018 IEBC chapter 10 "existing buildings" for insulation or anything sending me to the IECC.
 
This is good as I am having a difference of opinion on this right now...From the IECC:

I do agree that there is no real good path from work area and performance to IECC....Prescriptive is a little cleaner IMO....
 
What was the previous occupancy classification? If the new A-2 occupancy has different ventilation requirements, would that trigger any IECC requirements?
 
It really comes down to whether your adoption starts at the IBC>IEBC>IECC only when referenced or IBC>IECC existing or not....We all know the latter is the intent of having Ch. 5 IECC.....
