The engineer can design above code at any time. If it is on the reviewed permit plans and/or specs, that what is supposed to be built. It may not be a code violation, but I may require a letter from the engineer regarding the discrepancy. When a design professional exceeds the code I have no idea why. I may not be able to enforce it but I can raise the question.

The licensing statutes in Utah for inspectors requires the inspector to inspect to the engineered and approved plans.

Therefore if an engineer specifies something above and beyond what the code requires I will call it out and they must either get a letter from the engineer stating that what they have installed is OK or they install what the engineer specs.

A bond is not required by code on csst but you can bet we inspect for because the manufacturer requires it.

A building Inspector is responsible for on-site inspections to ensure a building is constructed according to the approved plans and code requirements.

The inspector should require the work conform to the approved plans.

If the contractor wants to deviate from the approved plans they need to get the designer or engineer to revise the approved plans.
