Exception for stair landing for stair higher than 12 feet?

We have a 16'4" high stair leading up to a floor which houses back of house stuff like electrical rooms, storage, etc. Is there any exception here for the landing requirement? If there is no exception, can the landing be at 12' and not in the middle of the stair run?
 
If it is purely mechanicals and "true egress" is not required, I would buy it....In other words, could it be a 16' ladder and still meet code?
 
Yes, the landing can occur anywhere in the 12' vertical rise, the stairway does not have to split the change equally.
 
1009.1 General.
Stairways serving occupied portions of a building shall comply with the requirements of this section.


OCCUPIABLE SPACE. A room or enclosed space designed for human occupancy in which individuals congregate for amusement, educational or similar purposes or in which occupants are engaged at labor, and which is equipped with means of egress and light and ventilation facilities meeting the requirements of this code.

Does not sound like it is an occupied space
