Exposed NM wire

Scenario: Modular home (Industrialized building) is shipped from the factory with 2' of coiled #14 NM cable 7'6" above the floor with wire nuts on the conductors. There is a wall switch that will control the fixture and is hot when turned on. The homeowner wants to wait to install light fixtures so my question is: Is the coiled wire with wire nuts on it a code violation?
 
My personal rule has always been that in order to be safe; tools must be used to expose live parts.

I would required the conductors to be terminated in a box and covered until the light is installed.

Assuming of course this light is not required by code.
 
I am with retire....as far as the answer to this question....not in the literal, Alaska way, and not like a relationship way...but you know... :)
 
The closet does not require a light-and I pulled the wire nuts and tested the conductors-thanks for the answers-retire09-I understand your personal opinion but is it ode requirement?
 
Yes. I would use 300.15 along with the fact that I am the AHJ here.

The installation is unsafe if all electrical is not properly terminated.
