Exterior area of assistant rescue

I always thought it meant for "exterior" area of refuge...but seems it was incorrect.
Exterior area of assistant rescue meant for exit discharge level only? So for exterior exit stair, the area for wheelchair persons waiting for rescue at each landing level is called area of refuge? Also 2-way communication has to be provided?

2018 sections 1009.7 thru 1009.7.4 governs exterior areas for assisted rescue
Two way communication is not required and the Areas of Refuge requirements do not apply no matter what level the assisted rescue area is located
Typically this is used when you cannot provide an accessible route for your second exit from the main level. It is rarely used on upper floors

Sorry my bad, our landing is shared by stair and exterior elevator.so for elevator, it requires the 2-way communication.

Why Areas of Refuge do not apply? 1009.3 says "in order to be considered part of an accessible means of egress....shall incorporate an area of refuge..."

Ok, so bottom landing is open and visible from the exterior, but does/does not have an accessible POT to the public way?
 
If a required exit stair and it doesn't have an accessible POT to the public way, then an area of assisted rescue/or area of refuge is required.
 
Correct
One is located outside of the building and does not require two way communication
The other is only required in non-sprinklered buildings and is located inside a building and does require two way communication within the area of refuge
 
True, it is outside the building but can its occupant be seen? If not, wouldn't a two-way communication device then also be required?
 
Since we are still on the 2012 I did not understand why you are asking about the roof until I read the 2018 definition.
Anybody know why they removed the requirement to be open on one side out of the definition?

2012 IBC
STAIRWAY, EXTERIOR. A stairway that is open on at least one side, except for required structural columns, beams, handrails and guards. The adjoining open areas shall be either yards, courts or public ways. The other sides of the exterior stairway need not be open.

This seems to say it can be enclosed on all 4 sides which if that is the case and design of the stair then it would hide the visibility of someone waiting for rescue and two way communication should be provided to provide the same level of service as an interior area of refuge

[BE] EXTERIOR EXIT STAIRWAY. An exit component that serves to meet one or more means of egress design requirements, such as required number of exits or exit access travel distance, and is open to yards, courts or public ways.
 
Same thing so that is a relief
Thanks I did not think to l look at the actual section for the open side requirement when I saw the change in the definition

1027.3 Open side.
Exterior exit stairways and ramps serving as an element of a required means of egress shall be open on not less than one side, except for required structural columns, beams, handrails and guards. An open side shall have not less than 35 square feet (3.3 m2) of aggregate open area adjacent to each floor level and the level of each intermediate landing. The required open area shall be located not less than 42 inches (1067 mm) above the adjacent floor or landing level.
