Exterior exit stairway - 1027.6 exception 1

Looking for layman's explanation of 1027.1 exception #1.

would an exterior exit stairway serving a second level mezzanine require to be protected if the exit discharge from the exterior exit stairway is at grade which is the same level as the main occupancies main floor exit?

I have read this exception about 5 times and its still a brain twister.

i have already reviewed 1019 exception 10 for Connecticut.

I think I understand what you are saying and yes, I think that is the intent, 2 story other than R1/2 i'd have to look a bit more maybe 2021, they keep messing with exit discharge and exterior stairs (which need the work)...But the work still needs some work IMO....
 
Hmm, they way i am readying it i wouldn't think the exterior exit stair should be separated from the interior. As long as its only 2 stories and other than R! or R2.

Sorry, thought you asked if the exception applied, so yes I agree,...I ASSUME this is to match interior exit access stairs some....We are just getting to 2 story buildings and stairs are really not a big deal, even less so when they are on the exterior....You will be down them in a hurry or you will jump like an EERO...Guessing that is the logic....
