So a plumber cut an exterior stud to make room for a wall-mounted faucet and floating vanity. Is this going to compromise the integrity of my house?? He actually did it again to another stud on the same exterior wall for another wall-mounted faucet. So he did this twice, on the same exterior wall..

Technically yes. Practically, probably not. There are hundreds of studs in a house...damage to two is not much of a big deal. Of course there's particular studs that are a bit more important than the rest, but in the field of a wall, even a braced wall, a few compromised studs can be forgiven.

Now this is just the opinion of a simple building inspector. Shirley there are plenty of people here that will disagree. If the house is a two story....maybe even three. If there is a beam supported by the damaged stud. If they are a licensed engineer....all of these reasons can cause them to cast shade on my reply. But you have to ask yourself, did the house fall down? What would it take to remedy the situation?

Basic rule should be that plumbers not allowed to use a sawzall.

Studs are supposed to be at 16"oc but because of these cuts what is left does not satisfy that requirement. Require that an engineer provide a fix.

Ask the plumber to pay for that.
Who pays for the fix is between the contractor and the Owner. That is not a building department issue.

If we are dealing with a fixed price contract with the contractor I would expect the General will look to the plumber

This was done wrong. There are products and methods that can be used to fix this. Your problem is easily fixed.
