what are the opinions on installing insulation on top of SATC ? and is this a considered "exposed" or "concealed" insulation ?

Fiberglass Batt Insulation on Suspended acoustical tile ceiling

Not permitted under the ICC energy code. I don't know about NY codes
The insulation never gets but back correctly when some accesses the above ceiling area

Not for thermal insulation, but it is not uncommon for acoustic purposes.

You can use unfaced batts for sound.
