Fire Barrier Rated Foam, 3M FIP 1-step

I'm primarily a mechanical inspector, and I'm trying to assist our building inspector with a little research. We have a commercial property with a 2 hour separation, which has an 8" core drilled hole in it (formed concrete wall). The hole has various wiring/conduit, and gas line penetrating through. The contractor "forgot" about the hole but our building inspector was all too happy to point it out to them. I discussed this at the end of the day with the building inspector, and I said (as he has to me before) that he should throw it back at the architect and have them devise a solution.

Forward to now; They recommended this product http://www.3m.com/us/bcsd/fire/stop/fip1step/ . My understanding is that you can't just use a product as a solution, it has to be a part of a UL tested fire-stop assembly. Aren't I correct in this? If there is a listed assembly utilizing the foam, tested by UL, I'd be fine with that, but the architect just basically said "Here, use this".

Can anyone help me out here, or validate my thoughts? Don't they have to list an actual "fire-stop system" like by Hilti or 3M, not just a single product? If I'm wrong, please help me understand. Your help is greatly appreciated!
 
You need to get the entire listing and application

Look at what is trying to be sealed, does the listing of the material allow it!!

You can also call 3m tech and ask or also the local rep

Yes if a method is submitted to an ahj, they need to evaluate it and either approve or not approve.

You can always ask for third party inspection and approval of the product and actual installation

It lists all of the UL assemblies for which it has been approved. The RDP will need to tell you which one is applicable. The assemblies may only require this product or may require other products in addition to this product--I don't know without looking at each UL assembly. Some assemblies may also have restrictions on opening size and/or penetrant size, type, and number.

You need to make sure it can handle and is listed for all the stuff penetrating the wall.

Give 3m a call tell them what is penetrating the wall and the 3m material they want to use
 
True. There were others however that were listed with penetrating piping, cables, etc. I should have linked one of those, but thanks for taking notice.
