This is a sketch from a page of Ontario Building Code training workbook, which is about OBC Division B, 3.2.8.9.(7), and 3.2.8.9.(4) & (5).

What does "FIRE EQUAL TO THAT OF FLOOR FOR PORTIONS NOT WITHIN THE ATRIUM" mean?

Yup. it is referring to the rating of the fire separations.
The sketch is about Ontario Building Code division B, 3.2.8.9. (4), (6) and (7).

I could not find the clause about the required rating of the fire separation as shown: “equal to that of floor for portions not within the atrium”. Could you please show where the code describes this requirement?
