Fire Rated Electrical Rooms in a Medical Office Building

Not sure about California, but IBC does not require electrical rooms to be fire rated. In past versions of the code, yes. It was dropped some time ago.

However, fire rating can be added so that you can omit sprinklers. Maybe California has something similar.
Do you have any idea what edition of IBC provisory required ratings
 
Quick update. Plans were resubmitted with a new note saying that the electrical room wasn't rated. Got it approved, and the inspector approved the constriction (not rated).

Also learned that this inspector is new to the job. Current theory around our office is that he doesn't fully know what he's doing and is trying top "find" issues that aren't really issues. He's now asking for a few other things that we've never been asked for before and he's pushing responsibilities he should have onto others.

In short, seems to have been a non-issue that got blown up by a contractor that blindly follows what an inspector says and an inspector that is grasping for issues yet refuses to write down those issues.
