Fire Service Access Elevator

In the NYSBC... section 3007.1 refers to section 403.6.1, I have a building that is four stories above grade plane that does not meet the criteria of section 403.6.1 requiring a "Fire Service Access Elevator".........
however, section 3002.4 states that if four or more stories I am required to have an elevator for "fire department emergency access" then goes on to describe the size of the elevator cab etc.
My question......does "fire department emergency access" mean a "Fire Service Access Elevator" or simply that the cab must be sized for "fire department emergency access" ?
 
The requirement for fire department emergency access in 3002.4 is not the same as a fire service access elevator (FSAE). If it were, the code would have stated "fire service access elevator" or made a reference to Section 3007.
