Flood Vents Below BFE

The floor of the proposed drive in garage is below DFE and BFE in this VE zone (there are break away walls) but they wanted to have a foyer area off the garage with steps to the first floor. I am not sure they grab the concepts or requirements for flood vents. This entire design is full of problems. Do you see any possible solution>
