In an Industrial building does a Forklift ramp need to meet 1:12 slope? From what I understand, ADA needs to be for public accommodation and are required to comply with the ADA.

Industrial settings shouldn't apply.
 
If it's for fork lifts only, it doesn't have to apply. But it's probably not restricted to fork lifts.

Nebraska has adopted ICC A117.1-2009 without amendment, and so has Omaha, so both A117.1 and the ADA apply. If the areas on both sides of the ramp are areas containing a primary function, then you are required to have an accessible route connecting the two areas. If you don't use the fork lift ramp, you'll need another ramp, or a platform lift. If you use the fork lift ramp as the accessible route, it has to comply.

It's not just about public accommodation.

The ADA applies in more than just public settings. The 2010 ADAS applies to "public accommodations and commercial facilities." ADAS 203.9 applies to employee work areas, which this sounds like.

The Omaha Building Code also calls out requirements for employee work areas (see section 1103.2.2).

You don't need to use the forklift ramp as your accessible route, but if it's used as a "common use circulation path" (defined in Building Code), then it needs to be a accessible (unless it meets one of the exceptions in section 1104.3.1).
 
If people are going to walk on it, 1:8 is max....Unless it is the MOE....

Ramps used as part of a means of egress shall have a running slope not steeper than 1 unit vertical in 12 units horizontal (8.3-percent slope). The slope of other pedestrian ramps shall not be steeper than 1 unit vertical in 8 units horizontal (12.5-percent slope).
