FRTW wood subfloor in Type I or II building?

Correct, no mention of any floors in 603.1., so NAY.

Can the subfloor be interpreted as a sleeper as allowed under 805.1.1?

methinks the FRYW plywood subwood floor is compliant.

Look at Chapter 8 - 2009 Commentary
805.1.1 Subfloor construction. Floor sleepers, bucks and nailing blocks shall not be constructed of combustible materials, unless the space between the fire-resistance-rated floor assembly and the flooring is either solidly filled with noncombustible materials or fireblocked in accordance with Section 717, and provided that such open spaces shall not extend under or through permanent partitions or walls.
Sleepers, bucks and nailing blocks are permitted to be of combustible materials only where the void space is filled with a noncombustible material or is fireblocked in accordance with Section 717. Section 717 permits a maximum concealed space area of 100 square feet (9.3 m2). In either case, the open spaces cannot extend under or through permanent partitions or walls. The purpose of the fill or fireblocking is to reduce the impact of a fire in a concealed combustible space in the floor. Likewise, fire spread around partitions or walls through the concealed space in the floor is also intended to be prevented.
805.1.2 Wood finish flooring. Wood finish flooring is permitted to be attached directly to the embedded or fireblocked wood sleepers and shall be permitted where cemented directly to the top surface of fire-resistance-rated floor assemblies or directly to a wood subfloor attached to sleepers as provided for in Section 805.1.1.
Wood floor finish materials may be applied directly to the wood sleepers, provided that the space is protected in accordance with Section 805.1.1. Wood floor finish materials may also be applied directly to the top surface of a fire-resistance-rated assembly or directly to a wood subfloor that is attached to sleepers that are either fireblocked or provide noncombustible fill between the sleepers in accordance with Section 805.1.1.

in this case, the commentary doesn't do much but parrot the code.
but that's cool.
imho, the code is saying the double layer of wood subfloor and wood finish floor acts similar to a single layer of wood. as long as it is installed over allowed non-FRTW sleepers spaced according to 805.1.1
can't be carpet over wood. or anything. but wood over wood.

Seems like I can use a wood sub-floor system with a finished wood flooring attached in a Type I or 2 Building.
The only difference is that the wooden subfloor either has to attach directly to the ceiling/floor assembly below or use non-combustible or FRTW sleepers or blocks with the void spaces fire-blocked and/or filled with a non combustible material.....
