Function of Space for restroom building

Good afternoon Forum - I am working on a project where I have to fill out a code form for the AHJ. The building is a seasonal, stand-alone, public restroom, single hole, along a public trail. I have determined the occupancy class as U. However, the part that I am stuck on with the AHJ code form is they want me to calculate the occupant load and egress width based on the Function of Space Table 1004.5. Obviously this is not listed in the Function of Space as these types of spaces are usually ancillary to an occupancy. The closest function that makes the most sense is Locker Room. Has anyone else had something similar?

Just looking for some guidance on how to tackle this to satisfy the AHJ code form.
 
Assembly with fixed seating. Occupant load per table 1 occupant per 7 s.f. of net floor area. Who cares what the occupant load is? Is it accessible? If so, it has at least a 3-foot door, which provides about 33 inches of clear width. That's a capacity of 165 people.

'Nuff said.
