Guards Required???

IBC 1013.1 states:

"1013.1 Where required. Guards shall be located along

open-sided walking surfaces, including mezzanines, equipment

platforms, stairs, ramps and landings that are located

more than 30 inches (762 mm) measured vertically to the floor

or grade below at any point within 36 inches (914 mm) horizontally

to the edge of the open side."

Question: 11,000 square foot private aircraft hangar at a small airport. For storm water requirements, they were required to install a large detention pond on the property. It will be adjacent to the driveway where the planes can come off the taxi way. 4+ feet deep.....

Are guards required????
 
Does not sound like a feature covered by the building code. Some zoning jurisdictions have requirements for fences to keep kids from drowning.

Do you regulate guardrails along highways or driveways? I think if it was a concern the airport authority or whoever required the retention pond should be addressing it not the building department, JMHO
 
Concurrence!

An aircraft runway is not an open sided walking surface. Most people don't run along next to the planes as they're taking off and landing. . . . ;)

Seriously though, check with Zoning (and maybe the Subdivision and Land Development Ordinance.) Someone will probably require a fence.
 
That was a good question.

The City of Albuquerque required fencing around detention ponds when I was working there and there are cases of kids drowning in these ponds. But, as one official in another city commented, "All fences do is attract unsupervised kids to the pond, delay emergency personnel when one of them gets in trouble, and create a maintenance problem."

The City of Eugene Oregon had the best specification that I came across;

"Fencing and Signage: Fences are required for all city-maintained ponds with a

permanent or temporary pool greater than 18 inches deep, interior side slopes steeper

than 3H: 1V, or any walls/bulkheads greater than 24 inches high. A pond with gently

sloping sides (less than 3:1) and including a 10-foot-wide safety bench around the

facility at the point of slope transition does not require a fence."
