Are there provisions in IBC, IFC or in the standards referenced in those two Codes to calculate the inherent fire resistance of heavy unprotected exposed structural steel?

I haven't seen any. A fire protection engineer might have some way of calculating temperature rise in a steel member based on the time-temperature curve, and how much time it would take to lose strength.

I've seen intumescent paint used for fire protection. If I remember right, it was applied in multiple coats to 1/4" or so thickness and gave a 2-hour rating. It has a rougher surface than enamel, if appearance is an issue.
