Ladders are a constant problem for inspectors. This ladder was there for a roofing inspection. I guess the contractor lost the rest of it. The owner became upset when I wouldn't get on his roof. I did get to the edge and wrote a correction....the starter isn't nailed between 2 and 4 inches from the leading edge. Oddly enough, that made the owner feel better. He'll be upset again when he sees the mess after the shingles are pulled apart.
