HMIS and Flammables

I'm instituting a new HMMP program and keep getting hung up on flammables as they pertain to mercantile/retail. An example is an automotive paint shop that sells paint products that are mostly solvent-based and flammable to some degree. The occupancy contains about 150 different types of flammable products with the largest container being a gallon. Some inventory is greater than 5 gallons, but most are around the 2-4 gallon range. With the exception of the solvents, all are mixtures with many compounds that all have individual CAS#s. IFC code for a hazmat permit is > 5 gallons of class one on the interior.

The solvents are easy to place within the HMMP program. The individual products do not due to volume, but as an aggregate, they do. What is the typical approach for a situation like this? I feel I'm missing a code exception for retail....
