How do I determine # of restrooms for a park?

I am designing some ADA-compliant restrooms for an existing nursery / outdoor education center. Most of the vistors spend their time outdoors. We will have one or two small (<800 SF) classrooms. Should I simply size the # of toilets, sinks and lavs for the classrooms (indoor space), and not count the other outdoor visitors?
 
Yikes, I'm curious as to what others may post here, as I'm not finding anything in the IPC or UPC specific to outdoor facilities such as a park. This is an area which could use improvement as far as code language. Traditionally, I believe the fixtures have been calculated based on the occupant load for the buildings which are occupied, not including other outdoor visitors.
 
I agree with codegeek. It may be worth a telephone call to the local bo and/or zoning administrator, just to cya. They will most likely be more than glad to help. Good luck

The number a and distribution of plumbing fixtures for outside spaces does include outdoor seating for A-1 A-2 and A-3 assembly (T403.1 foornote d)

A-5 assembly has its own numbers for bleachers grandstands and other outdoor events.

The occupant load is largely programatic, with the possibility of bringing in portajohns when events spike occupant load.

Are you taking into account the employees of this existing nursery

for your plumbing fixture loads?

FWIW, I would not favor bringing in "porta johns" for sporadic

increased occupant loads........In my experience [ IME ], a goodly

number of visitors to these nurseries / botancial gardens are

senior citizens with a lot of time on their hands, who cannot

[ typically ] navigate / access the porta johns too easily.

Can you calculate [ and actually use ] the occupant loads based

on the area of the trails / foot paths, or previous years gate

receipts?

I DO agree that a telephone call to the local BO is merited!

not easy.. we just inspected a small park/after school facility - they designed 2 handicap accessible restrooms with access from only outside the building, as well as 2 inside.
 
I most often look at what is fixed as far as structures. Use the code for a base line and look at available parking. These things should get you close. Contacting the AHJ is also good because they may shed some light on just what they are looking for.
 
Good idea RJJ.. the only caution I would use is how much off street parking is available and not the on site parking.
