humidity/moisture control in below grade condo units

Hi,

I understand humidity can be higher for below grade, but are there codes that specify the moisture barrier requirements to prevent moisture from entering the units? My thinking is even if the dehumidifier can remove moisture, if the issue is coming from the walls/foundation slabs, the dehumidifier can't remove moisture (hence, mold issue) behind the drywall/below the floor.

Or, is there a requirement/standard that would say the inside humidity should be X less than outside?

Hi, how about the walls? Also, I read somewhere that you are not suppose to use insulation with paper backing below grade. Is that true?

Should the barrier be on the exterior side or interior side of the wall? Since this place is a renovated building, did they have to check anything to make sure moisture is not coming in? Or is it required to damp-proof/waterproof on the inside of the wall?

Sorry for all the questions! By the way, if I go get all the documentations on the building (permits, inspections, plans), would I be able to determine if the builder did any waterproofing/damp-proofing?
