IBC 2015 - B Occupancy for education over grade 12

For a shop space in a college building -
Should occupant load be calculated based on Business - 100 gross (Educational facilities with students over the 12th grade)

or Educational 50 net for shops and other vocational room areas?
 
Thank you both. Now I have a 2nd part to my question. If I refer to Table 509 for separation of spaces with incidental uses and I have hydrogen gases in a room next to the shop in a college, do I go for a 1 hour or 2 hour separation?
 
If the occupant load is less than 50, then it is still a Group B, so a 1-hour fire barrier is required (assuming the quantity does not make it the hydrogen room a Group H). If 50 or more occupants, then it is a Group A, which requires a 2-hour fire barrier.
