IBC Table 705.8 terminology

One of the changes it appears that was made from the 2006 to the 2009 editions is the term "Not required" for UP,S and P openings with a FSD 30 ft or greater. What is the difference between that and "No limit"?
 
a. Values indicated are the percentage of the area of the exterior wall, per story.

Look at 2006 Table 704.8
 
It appears that in the process of trying to be literal, they made it more confusing. There really is no difference, but the intent is to state that neither a sprinkler system nor protected openings are required (i.e. "Not Required") to increase the permitted area, since the basic requirement (UP, NS) already allows unlimited openings.
