Ice Rink Sprinkler Pipe - Condensation & Insulation

--Is wrapping exposed sprinkler pipe with tubular (foam) pipe insulation a) code approved and b) effective against condensation drips?
We operate an aged, 95% enclosed (full-enclosure cost prohibitive (code triggers)), public ice rink employing an overhead dry-pipe sprinkler system. Condensation collects on the iron pipe, dripping onto the ice at couplings. I seek to minimize the condensation drips. TIA.
 
NFPA 13 2007, a place to start, definitely do not use foam insulation, and the thicker the insulation in relation to the head may require the heads to be extended.

Why is it humid enough in the ice rink to have condensation, or why are the pipes that cold?
