IECC 2009, Table 502.2(1), Walls Above Grade, shows Zone 5, under "Wood framed and other" as R-13 + R-3.8. This value does not have "ci" after it as others do for continuous insulation. Can you add these values together and put R-16.8 or better in the stud cavity for compliance?

FWIW, in the 2006 IECC, in your listed category, Zones 1 thru 7, no
" ci " is listed either! It is only listed in Zone 8.
Section 501.1 [ in the `06 IECC ] lists the ASHRAE/IESNA Standard
90.1, Energy Standards For Buildings Except For Low-Rise Residential
Buildings as a source to check. You might check this listed standard
to verify / see what is listed vs. the IECC.
Section 502.2.3 [ in the `06 IECC ] states "The minimum thermal
resistance ( R-value ) of the insulating material(s) installed in the wall
cavity between the framing members and continuously on the walls
shall be specified in Table 502.2(1), ..."
