Inconsistent Enforcement and Responsibility

    Hospitals and K - 12 & CCs on most projects require full time inspection by state tested and certified inspectors.

    Where Ice requires plumbers to take apart fitting to check if reamed in "An Average Day" post is a good example of inconsistent enforcement.
