Information Bulletin 24-03: 2022 California Plumbing Code Occupant Load Factor and Calculation of Plumbing Fixture Counts in Specified Buildings
The California Building Standards Commission (CBSC) is providing you with Information Bulletin 24-03. This information bulletin is to advise the regulated community and provide clarity relative to amendments in the 2022 California Plumbing Code (Part 5, Title 24, California Code of Regulations) occupant load factor and calculation of plumbing fixture counts in specified buildings.

 
This is somewhat related, but how does CPC 422.2, exception 2 (or 3) affect plumbing fixture counts? The way I read it, if the occupant load is less than 10 (or 50 for B occupancies), only one toilet facility is needed, meaning you can ignore Table 422.1 completely. Would that be accurate? Or do these exceptions not affect fixture count?
 
Thanks for posting this. Of course, Table 1004.5 is subject to the exceptions of 1004.5 and 1004.5.1, which are a reasonable concession to projects that are unique. My classic example, is the private fitness center that has an indoor basketball court for pickup games, maybe 10-20 people max actual occupancy on court and sidelines. They're not holding school assemblies in their gym, and the occupant load is reasonably lower.
Also, I'm currently working on a religious convent. Everyone there is female, so no need for a 50-50 split of occupancy. We are providing one small restroom for the occasional male visitor.

You do not ignore Table 422.1 completely. Like everything in the code, you comply with the applicable codes for the circumstances, and conditions.

Lets say you have building with a business occupancy less than 50. I see two possibilities for fixture requirements:
  1. Only one unisex toilet room (1 WC, 1 Lav),
  2. Fixture count per Table 422.1 (3 WC, 1 UR, 2 Lav),
That's what I was trying to ask. I've never had any issues with option 1 above, but just because jurisdictions haven't called me out on that doesn't mean it's what code wants (especially with how relaxed some of the jurisdictions I work in are...).

Maybe I'm just overthinking this...
 
Arwat23, in the specific examples you gave, there's been several times in different jurisdictions where I've submitted option 1 for business occupancy<50, and the single unisex restroom has been approved by each different AHJ every time.
