I have worked on several small commercial upgrade projects where the cities match dollars for exterior storefront/awnings/lighting/paint etc. These are in downtown cores where the cities (and in the past redevelopment agencies) would offer incentives for business owners to improve their facades. Question: If the work is only on the exterior, does the 20% rule (California) include interior upgrades (including the restroom)? I assume the entry and path of travel to the entry applies....just not sure about anything inside since the area of work is outside. Thanks.
