Interior upgrade for Exterior work?

I have worked on several small commercial upgrade projects where the cities match dollars for exterior storefront/awnings/lighting/paint etc. These are in downtown cores where the cities (and in the past redevelopment agencies) would offer incentives for business owners to improve their facades. Question: If the work is only on the exterior, does the 20% rule (California) include interior upgrades (including the restroom)? I assume the entry and path of travel to the entry applies....just not sure about anything inside since the area of work is outside. Thanks.
 
Voluntary Barrier removal vs alteration, you are allowed to self determine what you do based on suggested priority in ADA.
Nature of interior work becomes the question.
 
The things you mention are not part of the primary function, so they would not apply here.......Cali is a whole nother world....

705.2 Alterations affecting an area containing a primary
function. Where an alteration affects the accessibility to a, or
contains an area of, primary function,
the route to the primary
function area shall be accessible. The accessible route to the
primary function area shall include toilet facilities and drinking
fountains serving the area of primary function.
