Introduce elevator for anything past 3000 sf?

If you have a scenario, like the following, in a 1 story building, can the other (3) tenants build a mezzanine without a elevator?

Per 1104.4 I would think they could not, because the overall building already has a max 3000sf that is not accessible.

They can't have a 3000 SF mezzanine in a 6000 SF space. IBC 505.2.1 limits mezzanines to 1/3 of the room area in which they are located. Another tenant can have the other 1000 SF of mezzanine.

There are exceptions...​

2021 IBC 505.2.1 Area Limitation

The aggregate area of a mezzanine or mezzanines within a room shall be not greater than one-third of the floor area of that room or space in which they are located. The enclosed portion of a room shall not be included in a determination of the floor area of the room in which the mezzanine is located. In determining the allowable mezzanine area, the area of the mezzanine shall not be included in the floor area of the room.
Exceptions:

  1. The aggregate area of mezzanines in buildings and structures of Type I or II construction for special industrial occupancies in accordance with Section 503.1.1 shall be not greater than two-thirds of the floor area of the room.
  2. The aggregate area of mezzanines in buildings and structures of Type I or II construction shall be not greater than one-half of the floor area of the room in buildings and structures equipped throughout with an approved automatic sprinkler system in accordance with Section 903.3.1.1 and an approved emergency voice/alarm communication system in accordance with Section 907.5.2.2.
  3. The aggregate area of a mezzanine within a dwelling unit that is located in a building equipped throughout with an approved automatic sprinkler system in accordance with Section 903.3.1.1 or 903.3.1.2 shall not be greater than one-half of the floor area of the room, provided that:
    1. Except for enclosed closets and bathrooms, the mezzanine shall be open to the room in which such mezzanine is located;
    2. The opening to the room shall be unobstructed except for walls not more than 42 inches (1067 mm) in height, columns and posts; and
    3. Exceptions to Section 505.2.3 shall not be permitted.
 
1104.4 Multistory buildings and facilities.
At least one accessible route shall connect each accessible story, mezzanine and occupied roofs in multilevel buildings and facilities.

Exceptions:

1. An accessible route is not required to stories, mezzanines and occupied roofs that have an aggregate area of not more than 3,000 square feet (278.7 m2) and are located above and below accessible levels. This exception shall not apply to:

1.1. Multiple tenant facilities of Group M occupancies containing five or more tenant spaces used for the sales or rental of goods and where at least one such tenant space is located on a floor level above or below the accessible levels.

1.2. Stories or mezzanines containing offices of health care providers (Group B or I).

1.3. Passenger transportation facilities and airports (Group A-3 or B).

1.4. Government buildings.

2. Stories, mezzanines or occupied roofs that do not contain accessible elements or other spaces as determined by Section 1107 or 1108 are not required to be served by an accessible route from an accessible level.

3. In air traffic control towers, an accessible route is not required to serve the cab and the floor immediately below the cab.

4. Where a two-story building or facility has one story or mezzanine with an occupant load of five or fewer persons that does not contain public use space, that story or mezzanine shall not be required to be connected by an accessible route to the story above or below.

Kinda hard to assign an OLF of 600 gross.
 
Agree and I forgot to highlight the other exception.
