Is Dry Floodproofing in VE Zone Allowed for Existing Buildings?

Is a condominium allowed to do dry floodproofing in a common area room that is below BFE in a VE zone?

We know that you are allowed to in AE zones but not in VE, but those rules are for new construction and substantial improvements.

We know that you are allowed to in AE zones but not in VE, but those rules are for new construction and substantial improvements.
Dry floodproofing is not allowed in VE zones for any part of a condominium, including common area rooms that are below the Base Flood Elevation. The primary method for mitigating flood risk in these areas is through elevation. This approach ensures that structures are better protected against the significant flood risks present in coastal high hazard areas.
