Is there an exception to the side wall bar for ada toilets?

Is there an exception to the side wall bar for ada toilets? I don't see one but I am surprised every ada toilet essentially requires a 5' wall to accommodate the 54" min depth according to 604.5.1
 
There is an exception for the rear bar if the wall is restricted due to a fixture but not the side wall. I can provide a 42" bar on a 4' side wall but not anything bigger otherwise I need to redesign the bathroom
 
I don't understand why you are surprised. An accessible water closet requires a 60- by 56-inch clear space. The 54-inch dimension for the side grab bar places it just within the 56-inch dimension, and the partition must be outside of that clear space dimension. If the water closet is floor-mounted, the clear dimension for the partition changes from 56 inches to 59 inches to the inside of the partition face.
 
Fair enough but the restrictions make it hard to fit an ada bathroom and shower in a tight rectangular shape. The toilet's side wall partition opens into the ada shower, which only needs to be 3' wide and 5' deep. Extending the side wall partition to fit the gar bar will push the 3'x5' shower further up leaving more a void if trying to fit a rectangular shape

The answer is no, you must have the 24" from front edge of toilet to CL of grab bar return.

UPDATE: I am amending my response to remove reference to the 24" beyond rim - that was irrelevant to the issue at hand.

The comment below could still work to get you more sidewall space:
You could also look into doing a 36"x36" transfer shower per ADAS 608.2.1. Total length is 48" instead of 60".

Forget it - if there are no exceptions to the side grab bar then the design will have to change. I could fit a 42" grab bar 6" from the wall but then that doesn't meet the 54" min requirement. The 54" requirement is to center of the return of the grab bar - could that also mean its end?
