Is This Electrical Service Disconnect Wired Properly?

What you are looking at is an overhead service that feeds down into this disconnect at the top (line) and then the load side leaves the enclosure with SE cable. In this case we are looking at a 4 wire SE cable, 2 current carrying conductors, an insulated grounded conductor (neutral) and a separate ground since this will obviously have to go to a panel that has the neutrals and grounds separated.

Does anyone see a violation of this setup? It is apparent that the bare ground from the SE cable is routed around the the top lug of the service disconnect where the line side is and the two bare wires on the bottom load side are for the grounding electrode conductor (GEC) and bonding jumper to the copper water pipe within 5' of entry.

Please share your opinions and what code articles you think apply. Both are necessary for a good discussion.
