Is This Normal?

As a code official I don't care, but as an architect I wonder if the engineer is wasting the client's money. If the construction documents call for #1 Douglas Fir, that's what has to be used. But how many of the spans and loads actually require #1? How many could be done using #2 Doug Fir without bumping up to the next size?
