It is normal to see some joint compound inside electrical boxed BEFORE they are trimmed out but afterwards can create an entirely new issue. In this case, there was work done after the electrician did the trim out.

What code section would you cite for this violation?

The "ICE" code "It isn't correct so fix it"

I can't imagine anyone asking for a code section....but if it were to happen I would start with this:

110.3(B) Installation and Use. Listed or labeled equipment shall be installed and used in accordance with any instructions included in the listing or labeling.

I'm not sure I agree with that one

I have some ideas:

406.5(G) Receptacles shall be enclosed so that live wiring terminals are not exposed to contact

110.7 Wiring Integrity. Completed wiring installations shall be free from short circuits, ground faults, or any connections to ground other than as required or permitted elsewhere in this code.

110.11 Deteriorating agents. I would use "other agents"

But here is the biggie and the one that applies:

110.12(B) Integrity of Electrical Equipment and Connections.
Internal parts of electrical equipment, including busbars, wiring
terminals, insulators, and other surfaces, shall not be damaged
or contaminated by foreign materials such as paint, plaster,
cleaners, abrasives, or corrosive residues. There shall be no
damaged parts that may adversely affect safe operation or
mechanical strength of the equipment such as parts that are
broken; bent; cut; or deteriorated by corrosion, chemical
action, or overheating.
