Level 2 alteration plumbing

I have a level 2 alteration, very small food service in a convenience store. No drinking fountain, plan proposes a water dispenser. I was going to note that the water must be provided in a container free of charge but not sure IEBC 809.1 would support that since they are not increasing the occupant load more than 20%. They will probably do it if they hadn't planned on it but I try to stick to the code. The way I read I can't require a drinking fountain per IPC 410.4, therefore I can't push the exception. Any thoughts?
