Is thier anything that regulates exterior lighting in residential? I have a neighbor that insists on light my bedroom 24/7. I tried blueberry muffin but no avail.
 
Sleep deprivation can lead to lots of issues. One of them being the inability to communicate clearly. Try blackout curtains.

Is there something that regulates exterior lighting. I have a neighbor that thinks he can light up my house, which is probably less than 15' away, with a light that shines into my bedroom and living room. I tried to offer fences or food things and the guy just shut down so before i crank up my lights into his house, maybe theres something regulating this. Can someone help me find it. Im in marietta ohio city limits.
 
As has been mentioned, light pollution is a zoning issue, not a building code issue. Get a copy of your town's or county's zoning regulations and read them.
