Right from the Department of Labor & Industry, in black and white, on their webpage as clear as day with no doubt about what inspectors are supposed to be doing. I got tired of arguing about this when I was in PA so here it is for all to see.

This was always confusing, because there were multiple State sponsored training programs that taught the opposite of this.
