1008.1.9.3 Locks and latches. Locks and latches shall be permitted to prevent operation of doors where any of the following exists:

2.1. The locking device is readily distinguishable as locked;

2.2. A readily visible durable sign is posted on the egress side on or adjacent to the door stating: THIS DOOR TO REMAIN UNLOCKED WHEN BUILDING IS OCCUPIED. The sign shall be in letters 1 inch (25 mm) high on a contrasting background;

I wanted to know if other inspectors look for this if

1. lock changed, no permit, no change in occupancy, no work, no permit.

2. tenant fit out, minor work, did not change doors, don't know if lock was changed, no change of occupancy, new tenants

3. same as #2 but same tenants.

4. only if door was changed.

5. change of occupancy but no work being done.

I'm trying to figure out when to look for this. Most of the time no one knows if the lock was changed or if a new tenant and I'm not sure that a change of a lock (or just the tumblers) kicks this in.

others seem like existing condition approved by code installed by.
 
Two answers -

A. #4 if not a major remodel.

B. If a major TI, they need to bring the installation up to current code including ADA.

anytime a permit is pulled for work and they choose to ask the Building Official for permission. (Some places still treat this as an exception).
