I am setting up a classroom for a new Microschool (12 students ages 6-12) in a small commercial building. I'd like utilize an area in the classroom that is about 8ft up with a vaulted ceiling above it. I had originally been told that since it is just for play that building code would not apply, but now the city won't approve my plan. I designed a lower loft with a ladder (like a bunk bed loft) and then a second ladder up to the higher space. All with deck rails. They said the upper area now counts as a second floor that I have to have a real stairs. I want this to be safe but a real stairs takes up so much space! And even a spiral stairs that has to be 5ft minimum diameter is a huge chunk of the learning space. Is there a different way I could request this to make it a playground instead of a second floor? Or to at least get them to allow a ladder or smaller spiral?
